The California Air Resources Board (ARB) gathers air quality data for the State of California, ensures the quality of this data, designs and implements air models, and sets ambient air quality standards for the state. ARB compiles the state's emissions inventory and performs air quality and emissions inventory special studies.
The Air Quality Data page provides access to ambient air quality data, maps of areas that violate the national and state air quality standards, and maps of the ambient air quality monitoring network.
The ARB uses the Emissions Inventory and Air Quality Models to evaluate air quality and reduce emissions in each of the 35 local air districts.

Underground Storage Tank Program
The Residential Amnesty Underground Storage Tank program pursuant to Public Act 99-269, as amended by Public Acts 00-201 and 01-9 ended December 31, 2001. As such, homeowner participation in the program ended on December 31, 2001. With respect to the status of contractors registered under the Residential Amnesty Underground Storage Tank program, registrations for all such contractors were allowed to expire on August 1, 2002 since the statutory period for the program had ended.

A Look at DES's Programs and Activities

The protection and wise management of the state of New Hampshire's environment are the important goals of the N.H. Department of Environmental Services (DES). The department's responsibilities range from ensuring high levels of water quality for water supplies, ecological balance, and recreational benefits, to regulating the emissions of air pollutants, to fostering the proper management of municipal and industrial waste, to managing water resources for future generations.

Formed in January 1987 by state statute RSA 21-O, DES was legislatively created through the consolidation and reorganization of four previously separate agencies: the Air Resources Agency, the Office of Waste Management,the Water Supply and Pollution Control Commission, and the Water Resources Board. Each of these groups is now represented within the department's three divisions: Air Resources, Waste Management, and Water. Also, DES has units within the Office of the Commissioner whose roles are to coordinate such activities as agency-wide planning, enforcement, permitting, public information, laboratory services, geologic services, information resources,and financial and personnel management.

The three division directors, along with the two commissioners, form DES's Senior Leadership Team which coordinates DES policy making and program implementation.

About Weights and Measures Division
The Weights and Measures Division, one of the longest running and best known programs of the National Institute of Standards and Technology (NIST), promotes uniformity in U.S. weights and measures laws, regulations, and standards to achieve equity between buyers and sellers in the marketplace and thereby:
• Enhance consumer confidence in the marketplace,
• Enable U.S. businesses to compete fairly at home and abroad, and
• Strengthen the U.S. economy.

To help accomplish this mission, OWM established the National Conference on Weights and Measures (NCWM) in 1905. The NCWM is a professional organization of State and local weights and measures officials and representatives of business, industry, consumer groups, and Federal agencies.

OWM partners with the NCWM to develop standards in the form of uniform laws, regulations, and methods of practice, which are then published by NIST. When State or local governments, or Federal regulatory agencies, adopt these standards, they become mandatory.

It is estimated that sales of products or services impacted by weights and measures laws in the United States total over $4.5 trillion annually, which represents 52.8 percent of the $8.51 trillion U.S. Gross Domestic Product (1998 figures). Industry sectors potentially affected by the decisions of the NCWM include retail food sales, other retail sales, petroleum products, transportation, and chemicals.

OWM is organized into four program areas. The State Laboratory Program provides the basis for ensuring traceability of state weights and measures standards to NIST. It also conducts basic, intermediate, and advanced training for metrologists from the states, industry, and other countries.

The Device Technology Program develops procedures for testing weighing and measuring devices and conducts training on device testing for weights and measures officials. Program staff provide technical and administrative assistance to the NCWM Specifications and Tolerances Committee, National Type Evaluation Program (NTEP) Committee, and the various Sectors of the National Type Evaluation Technical Committee.

Providing guidance and training to the states, Federal regulatory agencies, and industry on the model weights and measures laws and regulations adopted by the NCWM is the role of the Laws and Regulations Program. This group also gives technical and administrative support to the NCWM Laws and Regulations and Administration and Public Affairs Committees.

The Administration and Publications Program plans the technical agendas of meetings of the NCWM, coordinates the development and publication of key NIST and NCWM publications, and maintains OWM's information services. A member of this program and the Chief of OWM serve as advisors to the NCWM Board of Directors.

There are 705,000 underground storage tank systems nationwide, with 1,736 of them in Rhode Island. The environmental threat posed by these tanks to poison groundwater through the release of hazardous materials, most commonly petroleum, is a serious one. While this is a national concern, it hits very close to Rhode Islanders, as the state's hallmark is its waterways.

In 1996 Rhode Island became one of 31 states in the country approved by the Environmental Protection Agency to regulate its own underground storage tank management and clean-up program, and has currently completed 864 cleanups. While Rhode Island Department of Environmental Management supervises the clean-up process and insures each project meets the state's requirements, it is the Rhode Island Underground Storage Tank Financial Responsibility Fund Review Board (RIUST Review Board), a quasi-state organization, that oversees the state's fund that subsidizes the costs for cleanups. The mission of the RIUST Review Board is to make conscientious and well-informed fiscal decisions that calculate into maximizing immediate benefits and insuring long-term viability.

The RIUST Review Board understands that central to the success of the cleanup process – and the important environmental benefits that result – is the sustained availability of a funding source. RIUST Review Board is committed to insuring that such monies are at hand to contribute to the protection of Rhode Island's rivers, streams and oceans.

Steel Tank Institute's Mission
To dependably and sensibly address the common needs of steel storage tank manufacturers through any legal, ethical and co-operative actions which elevate the industry.

Over 90 manufacturers of atmospheric steel storage tanks are members of Steel Tank Institute, a trade association formed in 1916. Throughout its existence, the focus of the organization has been to help manufacturers promote the safety and strength of steel as the best choice for petroleum and hazardous materials storage.

In the 1960's a concern about corrosion of unprotected steel tanks, led the members of STI to develop a standard for corrosion protection. Since then, more than 250,000 environmentally safe and structurally sound sti-P3® storage tanks have been built and installed across the United States.

During the 1980's new underground storage tank technologies proliferated, giving the marketplace the strength of steel and the corrosion-resistance of fiberglass in new types of tanks -- composite and jacketed tanks. STI standards for ACT-100®, ACT-100U® and Permatank® have resulted in the installation of approximately 50,000 high-tech tanks across the United States. And the AquaSweep™ Gravity Oil Water Separator helps tank owners comply with NPDES storm-water runoff requirements.

Aboveground storage solutions abounded in the 1990's, providing tank buyers with options including double-wall F921®, dike tanks such as F911®, fire and impact resistant tanks such as Flameshield® and the ultimate fire-protected tank Fireguard®. And Generator Base Tanks provide fueling for emergency backup power generators.

STI members account for nearly 80% of the total shop-fabricated atmospheric steel storage tank production capacity in the United States. Steel tanks represent 2/3 of the market for shop-fabricated storage tanks of all types.
